This is a just-downloaded-compiled-and-installed v41, playing a local game. The wind indicator says "Force 0" wind and the usual wind direction arrow is displayed, however, this is pretty much pointless as force 0 wind is no wind and there can be no direction for non-existent wind. I think in 40.1 it just said "No Wind" without the arrow.

force zero has an effect, I have seen it, otherwise it would read no wind.

It would have a very small effect, but it is a little misleading. I'll have a look into it.
